Official NAMFREL Statement on the Issues Raised
on the Results of the 2022 National and Local
Elections September 7, 2023
NAMFREL is issuing this statement firstly, to
clarify its position on the issues raised and,
secondly, to give its point of view on the very
serious allegation of fraud attending the 2022
National and Local Elections. |

NAMFREL Report on the Observation of August 19,
2023, Mall Voting Simulation
On August 19, 2023, COMELEC held a Mall Voting
Simulation for the Barangay and Sangguniang
Kabataan (SK) Elections (BSKE). COMELEC signed a
Memorandum of Agreement with SM Supermalls at SM
City Manila on the morning and with Robinsons
Land Corporation at Robinsons Manila on the
afternoon of August 7, 2023, covering voting in
10 malls in Metro Manila, and one mall each in
Legazpi City (SM) and Cebu City (Robinsons) for
the upcoming 2023 BSKE. The voting simulation
employed a manual counting method, which is the
standard practice for BSKE.

In compliance with the September 14, 2022
resolution of the Commission En Banc on SPP No.
22-004, stating: “That NAMFREL shall submit a
written report of its activities/operations and
its observation of the special elections,
plebiscites, initiatives, referendums, or recall
elections within one (1) month after said
elections”, NAMFREL submits to the Commission a
report on its observation of the Mall Voting
Simulation for the Barangay and Sangguniang
Kabataan (SK) Elections held on August 19, 2023

Kabataan (SK) Elections (AES-BSKE) Mock
Elections August 15, 2023
On August 8, 2023, COMELEC held Mock Elections
for the Automated Barangay and Sangguniang
Kabataan (SK) Elections (AES-BSKE). COMELEC
Chairman George Erwin Garcia announced during a
June 15, 2023 press conference the use of an
Automated Election System for the BSKE. COMELEC
En Banc approved the pilot testing of the
AES-BSKE in February 2023.

Call to Action on the 2025 Automated Election
System July 31, 2023
With the budget process for the 2025 Automated
Election System (AES) scheduled to begin in July
2023 and procurement by 2024, the undersigned
stakeholders call on the Commission on Elections
(COMELEC) to adopt for the 2025 Automated
Election System (AES) the standards of
transparency, cost-effectiveness, accessibility
and inclusivity, reliability, security, safety,
and fairness, and for Congress and the
Government Procurement Policy Board to adopt
before the end of 2023 the procurement law
reforms necessary to further the standard of
cost-effectiveness. These standards are all
technology neutral: they apply whatever
hardware, software, and mode of counting are
adopted.

Carmona, Cavite Plebiscite July 21, 2023
On July 8, 2023, a Plebiscite was held in
Carmona, Cavite when 31,632 out of 58,691
registered voters from 14 barangays went to 116
clustered precincts in 10 voting centers to cast
their vote to ratify the conversion of the
municipality into a component city.

2022-2023 Resumption of Voter Registration

Introduction
NAMFREL's observation of the 2022-2023 Voter
Registration process aimed to gather verified
and
concrete information on the conduct of
registration at the local level, to be used by
NAMFREL in
crafting policy recommendations to further
improve the different processes related to
Philippine
electoral exercises, especially the voter
registration process. The activity was in line
with
NAMFREL's goal to help assist the Commission on
Elections (Comelec) in getting as many Filipinos
as possible to register for the 2023 Barangay
and Sangguniang Kabataan Elections (2023 BSKE),
as well as to provide a third-party citizen
oversight of electoral processes. The activity
was done in
coordination with local Comelec offices, and in
accordance with health regulations in place. |

NAMFREL Report on the Observation of the 2022
Baliwag Plebiscite
January 17, 2023
Introduction
On December 17, 2022, a Plebiscite was held in
Baliwag, Bulacan, during which 23,562 out of
108,572 registered voters from 27 barangays went
to 200 clustered precincts in 26 voting centers
to decide whether or not to ratify the
conversion of the municipality into a component
city. A YES vote meant agreement to cityhood
status, while a NO vote meant disagreement. The
plebiscite was done manually, with voters
writing their answer on a paper ballot, and the
votes counted manually in the polling places by
members of Plebiscite Committees or PlebComs. |

NAMFREL Report on the Observation of the 2022
Ormoc Plebiscite
November 8, 2022
Introduction
On October 8, 2022, a Plebiscite was held in
Ormoc City when 10,209 voters from 29 barangays
went to the Ormoc City Central School to cast
their vote to ratify the merger of twenty-eight
(28) barangays into three (3) and the renaming
of one (1) barangay, all located in the city
center. This was the ultimate legal requirement
in the redistricting of the city center into
what will be called four (4) super barangays.
Ormoc City has one hundred ten (110) barangays,
which will bring down the number to eighty-five
(85) if the YES proposition is ratified. |

Aguak first to submit at 8pm last night,

Elections (NAMFREL) released a second update on
its observations on the conduct of the September
17, 2022 Maguindanao Plebiscite. NAMFREL was
accredited by the Commission on Elections
(COMELEC) as citizens' arm for the plebiscite,
and it deployed more than a hundred volunteers
in voting centers in the different
municipalities of Maguindanao. The second update
cover the closing and counting processes in the
polling places as well as the municipal
canvassing that is still ongoing in some
municipalities as of writing. Observations are
being sent in by authorized NAMFREL observers
electronically and through paper forms. |

and it deployed more than a hundred volunteers
observing in voting centers in the different
municipalities of Maguindanao. The preliminary
observations cover the opening procedures as
well as the first few hours of voting, including
arrangements inside the voting centers.

NAMFREL today emphasized the importance of holding the 2022 elections as scheduled, as mandated by the Philippine Constitution, despite the pandemic. This is in response to Pampanga 2nd District Rep. Mikey Arroyo's suggestion for the Comelec to consider postponing the 2022 elections. Postponing the elections violates the Constitution, contravenes the principle of regularity in the conduct of an election, extends the terms of elected officials without being elected anew, and deprives the electorate of seeking accountability from elected officials through the ballot. |
